What is New Regarding Pesticide Regulation?
Regulation of agricultural operations is increasingly a major focus at the U.S. Environmental Protection Agency (“EPA” or “the Agency”). Court settlements and litigation are driving many of EPA’s efforts. EPA is increasing regulation of pesticide use under not only the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), but also under non-traditional sources of law, like the Clean Water Act (CWA). In Washington, DC, agricultural trade associations and rural Members of Congress are working together to shape or end some of these regulatory efforts. By 2012, pesticide users may have many new regulatory requirements with which to comply.

BIO: Carmen Haworth is public policy counsel at the Agricultural Retailers Association. Carmen advocates for agricultural retailers and distributors in Washington, D.C. She is responsible for ARA’s environmental, hazardous materials transportation and trade issues. Prior to joining ARA, Carmen worked in the President’s Office at Texas Tech University and as a research assistant for Purdue University. Carmen has also interned for the House Committee on Agriculture, Archer Daniels Midland and USDA’s Foreign Agriculture Service. Carmen earned a degree in agribusiness from Texas Tech University, a master’s in agricultural economics from Purdue University, a JD from the Texas Tech University School of Law, and she is licensed to practice law in Texas.
